To realize Federal Government involvement in water services in a holistic manner, two bills were passed by Parliament in June 2006 namely, Suruhanjaya Perkhidmatan Air Negara (National Water Services Commision) Bill and Water Services Industry Bill. These two bills were gazetted into Acts in July 2006, that is Suruhanjaya Perkhidmatan Air Negara Act (SPAN Act, Act 654) and Water Services Industry Act (WSIA, Act 655)

SPAN Act was enforced on February 2007 while WSIA is scheduled to be enforced in last quarter of 2007.
