Q1 A submission for sewerage works of 950 PE was done. The Sewerage Certifying Agency processed the application and found that the actual PE for the said development is 1050 PE. Is the developer to pay the additional PE amount or resubmit the application with fees?
A1 The developer is to pay the additional amount to the Sewerage Certifying Agency before feedback can be issued.
Q2 Is there a fee charged for the submissions of PDC 3, 4 and 5?
A2 No fees are charged for PDC 3, 4 and 5 submissions.
Q3 My project is at the sewerage design stage as of 1 July 2013. Am I required to pay for the sewerage planning approval obtained before 1 July 2013?
A3 No fees will be charged for applications accepted before 1 July 2013.
Q4 To whom shall the fees be paid to and how?
A4 Fees are to be paid to the Sewerage Certifying Agency appointed by SPAN when submission is made.
Q5 If the development is by Government (Federal or State) and not a developer, is the same fee structure applicable?
A5 Yes. Fees are to be paid in accordance to Schedule 2 of the Rules.
Q6 Is the developer subjected to SCC payment if fees for sewerage works have been imposed by the Commission?
A6 Yes. The developer is subjected to SCC payment that is collected for the development of future sewerage infrastructure where else sewerage works fees is charged to process the submissions.
Q7 What are the methods allowed for sewerage works fees payment?
A7 Payment can be made in the form of Bank Draft or Government Cheque to "INDAH WATER KONSORTIUM SDN BHD" or "MAJAARI SERVICES SDN BHD" for Kelantan.
Q8 My sewerage planning submission was accepted by the Sewerage Certifying Agency (CA) on 30 June 2013 but has not been approved by CA. Am I required to pay fees for this submission?
A8 No. Submissions accepted on or after 1 July 2013 are subjected to payment of fees.
Q9 If a pre consultation with the Sewerage Certifying Agency is done by a developer before any sewerage works submission is made, is the developer subjected to any fees?
A9 Fees will not be charged for pre-consultation services.
Q10 Is the submission of appeal (such as non compliance to the Malaysian Sewerage Industry Guidelines) subjected to payment of fees?
A10 Fees will not be charged for submission of appeal.
Q11 If sewerage works submission is made through One Stop Centre (OSC), shall payment be also made through OSC?
A11 Yes. Payment must be made through OSC during sewerage works submission.
Q12If online sewerage works submission is done, how shall payment be made?
A12 The applicant is required to make payment through Bank Draft or Government Cheque directly to the Sewerage Certifying Agency. Application will only be processed after payment is received.
Q13 Am I required to pay a fee for the first resubmission?
A13 The fee paid during the initial submission includes the first resubmission. However, if the first resubmission is made after 6 months from the date indicated on the Sewerage Certifying Agency’s feedback letter, the submission will be taken as a second submission where fees will be charged. - new submission
Q14 Is a fee charged for second resubmission?
A14 The second resubmission will be taken as a second submission where fees will be charged.
Q15 For sewerage works submission of vacuum station and lifting station, what are the applicable fees?
A15 Chargeable fees shall be based on Schedule 2, Part IV, Fees for Pumping Station.
Q16 For sewerage works submission that is done through courier or postal services, can the bank draft or government cheque be submitted through the same method?
A16 Yes. However, the Sewerage Certifying Agency will not be responsible for any lost of documentation or payment in transit.
Q17If sewerage works submission is made through One Stop Centre (OSC), can I pay the fees upon collection of the approval letter from the Sewerage Certifying Agency?
A17 Payment of fees must be made during submission of sewerage works.
Q18 Is payment of fees allowed via online transfer?
A18 Payment of fees shall be made through a bank draft or government cheque.
Q19 Can the payment of fees be made at SPAN office?
A19 Payment of fees must be made directly to the Sewerage Certifying Agency during sewerage works submission.
Q20 If the submission of sewerage planning and sewerage design is done at the same time, is fees charged for one submission or both?
A 20 Fees will be charged in accordance to the rates stipulated in Schedule 2 for each sewerage works submission.
Q21 If I have over paid the fees, will the Sewerage Certifying Agency return the balance?
A21 A letter requesting the return of balance must be submitted to the Sewerage Certifying Agency.
Q22 Are fees charged based on the declared PE by the consultant or the capacity (PE) of the system proposed?
A22 Fees will be charged based on the declared PE by the consultant.
Q23 I submitted sewerage planning for sewage treatment plant (STP), network pumping station (NPS) and sewer network (SN) in one submission. Am I subjected to pay for each type of sewerage work?
A23 Fees will be charged based on the sewerage works of the highest value. For example, between STP, NPS and SN, STP has the highest fee value, the applicant for sewerage planning will be charged based on the STP fee only.
Q24 If a developer of a 1000 PE development is required to upgrade the existing sewerage system from 5000 PE to 6000 PE, is fee for sewerage works charged based on 1000 PE or 6000 PE?
A24 Fees will be charged for the new development of 1000 PE only depending on the type of system upgraded.
